Dog protection bill introduced in Oklahoma
DURANT, Okla. (KTEN) -- Oklahoma state Rep. Mickey Dollens has introduced legislation to crack down on irresponsible pet owners.
House Bill 1580 would create requirements for that dogs are left outside. Those guidelines include a source of clean water and safe bedding.
The bill would also outlaw the use of chains and padlocks and would subject pet owners to penalties for leaving their dogs outside for an extended period of time in severe weather.
Dr. Kelsy Eastwood, a veterinarian at Durant Animal Hospital, explained what happens to a dog left to fend for itself in extreme cold.
"Ultimately, death occurs," she said. "What happens is again that blood flow slows down, they curl up because they want to get warm... closer proximity the warmer you are. That definitely slows down the blood flow, and that can injure those organs. You do not have the blood profusion you need to be getting, and ultimately they can freeze to death."
If HB 1580 passes muster and is signed into law, offenders would face a $50 fine for a first violation; $200 for a second violation; and $500 for a third violation.
