Pet Breeding Bill in Final Stages, Vet Advises Adopt Before Buy

TEXAS--The demand for pure bred pets has led to a trend of "over breeding" over the past few decades.

Wednesday, Texas lawmakers passed a final version of a new bill that effects commercial dog and cat breeders.

If signed by the governor, breeders would have to undergo a yearly inspection, provide clean housing and vet checkups.

To help with pet population, Dr. Billy Martindale said people should think about adopting a pet from a shelter before buying one from a breeder.

Though most breeders conduct legitimate business, lobbyists and some lawmakers say that not all facilities are humane.

"These animals are being sold that are not healthy," Dr. Billy Martindale said, Animal Hospital of Denison Veterinarian. "They haven't been adequately taken care of from a sense of disease prevention to adequate nutrition."

The bill now sits on Governor Rick Perry's desk.
