Section A (For broadcasters electing Option One).

Stations that elect Option One must place a copy of this form on the station's public website, if such exists.

On its analog channel, and its primary digital stream, a station must air one transition PSA, and run one transition crawl,
in every quarter of every day. This requirement will increase to two PSAs and crawls per quarter per day on April 1,
2008, and to three of each on October 1, 2008. Stations are required to air PSAs or crawls at various times in any given
day part, and at least one PSA and one crawl per day must be run during primetime hours. On-air education must not
contain inaccurate or misleading statements and must be provided in the same language as a majority of the
programming carried by the station. PSAs must be at least 15 seconds, and closed-captioned. Crawls must run during
programming for no fewer than 60 consecutive seconds across the bottom or top of the viewing area (See rules for
additional details).

THE KTEN DIGITAL PAVILION MADE AN APPEARANCE AT THE TEXOMA BUSINESS EXPO HELD AT THE
MIDWAY MALL IN SHERMAN, TX FEBRUARY 20, 2009 AND FEBRUARY 21, 2009. EACH DAY FROM 9AM TO
9PM, STATION PERSONNEL HANDED OUT DTV FLYERS AND HANDBILLS WHICH INCLUDED CONTACT
AND WEBSITE INFO RELATED TO THE DIGITAL TRANSITION. ALONG WITH THE COLLATERAL DIGITAL
MATERIAL, THE DIGITAL PAVILION DEMONSTRATED 5 DIFFERENT BRANDS OF CONVERTER BOXES
(AVAILABLE IN THE AREA) AS WELL AS SEVERAL EXAMPLES OF ANTENNAS NEEDED. THERE IS ALSO
COMPARISON INFORMATION, PRICES, FEATURES AND WHERE TO PURCHASE. AN ANALOG TV AND
DIGITAL /HD TV ARE ON DISPLAY. THE ENGINEERING STAFF MEMBERS WERE ON HAND TO HELP
INSTRUCT PEOPLE ON HOW TO HOOK UP CONVERTER BOXES AS WELL AS HELP WITH THEIR
RECEPTION ISSUES. IT WAS ESTIMATED THAT APPROXIMATELY 1,000 PEOPLE WERE ADDRESSED OR

FINALLY, KTEN CONDUCTED DIGITAL TRANSITION "SOFT TESTS" ON JANUARY 21, 2009 AT 8:58AM,
1:58PM AND 7:58 PM.

EARLY ON, KTEN MADE THE DECISION TO TRANSITION ON THE ORIGINAL DATE OF FEBRUARY 17TH.
WHEN THE DATE WAS CHANGED, KTEN TOOK INTO CONSIDERATION THE RESULTS OF RECENT "SOFT
TESTS" AND OPTED TO NOT SWITCH EARLY BUT REMAIN BROADCASTING OUR ANALOG SIGNAL. ON
FEBRUARY 10TH, A SERIES OF TORNADOES CAME THROUGH OKLAHOMA KNOCKING OUT POWER TO
10,000 CUSTOMERS FOR AS LONG AS THREE DAYS. KTEN COVERAGE OF THE STORMS WAS CREDITED
TO HAVE SAVED LIVES AS WELL AS PROVIDING IMPORTANT EMERGENCY INFORMATION TO THOSE
WHO HAD NOT MADE THE TRANSITION AS WELL AS THOSE THAT HAD.

TO AVOID CONFUSING OUR VIEWERS IMMEDIATELY AFTER THE NATIONWIDE TRANSITION DATE
CHANGE WAS ANNOUNCED, KTEN BRIEFLY SUSPENDED AIRING TRANSITION RELATED CRAWLS AND
PSA'S AT 6PM FEBRUARY 4TH. THE PSA'S RESUMED FEBRUARY 6TH IN THE 6AM TO 12PM QUARTER.
CRAWLS RESUMED FEBRUARY 6TH IN THE 12PM TO 6PM QUARTER.
